If the bike's on carbs it's a mechanical restriction washers in the carbs to retrict airflow and restrict throttle slide lift. If it's EFI then they chip the bike to 33bhp. FI International are the main supplier of restrictor kits, most bikes are covered.
When a bike is restricted you will receive a certificate that your Ins Co will want to see.
